Seal Hi-Rise Resident Council Minutes

September 8, 2010


President Bonnie Reynolds called the meeting to order at 6:30 P.M> on September 8, 2010.


The June minutes were read by Edward Eubanks. They were accepted as read.


The Treasurer’s Report was read by Melissa Pappas. The balance is $709.11 and the report will be filed for audit.


Committee Reports and Speakers

Manager’s Report

Manager Ana New York said that PHA requires a safety issue talk during a Council meeting. That talk will be conducted at the October Council meeting. Ana said a building-wide information meeting would be held in the future.


There will be an Income Review on the 14th & 16th of September and a makeup session for people who may miss their appointments. Everything in the Review packet should be filled out by residents before attending sessions. Supporting documentation should be brought to the meeting.


Ana asked that residents please report the sighting of bugs right away. Members in attendance stated they had seen water bugs in the common area just outside the Community Room.


Ovens must be thoroughly clean for upcoming inspections. Dirty stoves will result in a failed inspection. Excessive clutter will also result in a failed inspection.


A resident complained about outsiders using laundry equipment. Ana asks that we report these incidents to her if we know who the people are. A license plate number would be helpful.


There was a report of vandalism to laundry machines.


Ana says that she must receive Council Meeting minutes by the third of the following month.


President’s Council Report

There was no report for this meeting.


Safety Officer’s Report

The Safety Officer was not in attendance. It is believed that he has moved out. Ana says that he is MIA.


Old Business

Television: The status of the television was discussed. Members were informed that money had been allocated in the budget for a television. Ana New York said that she thought the Council had decided to get a protective cabinet first.


There was a suggestion that the television and wi-fi be discontinued. Edward Eubanks replied that in a building-wide survey, the television and wi-fi were among the most popular services.


There were several suggestions made regarding the storage of the television. One suggestion was that the TV be placed on a cart and wheeled in and out for and after viewing events. It was stated that the television generated noise complaints from students who use the Community Room to study in the evenings. There was a suggestion to close the partition in the Community Room to cut down on the noise from the television.

There was a suggestion that the TV buttons be covered with a Plexiglas panel to discourage vandalism.


Laurie Stolarcyzk made a motion to vote on whether or not to have a TV. Motion was seconded. Vote to maintain television carried. 14 in favor. 1 opposed.


New Business

Annual Budget: The proposed budget for 2010-2011 was presented to the Council. It was pointed out that it is time for the vending contract to be reviewed and a contract for the upcoming year to be approved by the Council. There is vendor information and surveys from last year on file in the Council office.


Council Committees: Residents are needed to volunteer for Council committees. The Entertainment, Sunshine, Computer, and Kitchen committees are requesting volunteers. A sign-up sheet will be posted on the bulletin board for people willing to serve.


Bulletin Boards: The bulletin board policy was discussed. The glassed panel closest to the Manager’s office is reserved for PHA use. Of the three large boards west of the elevators, the left-most board is open for residents to post things on. The other two boards are reserved for Council use and zBonnie Reynolds is responsible for posting onto those boards.


Ana New York stated she received a flyer from PHA stating all flyers must bear a date on which they are to be taken down. There should be a set time that flyers can stay up.


P.A. System: A resident stated it was hard to hear discussion and wanted to know when the P.A. system would be fixed and wanted to know if PHA would help. Ana said she would look into it.


Translator: It was asked if we could have a translator. Bonnie said the board is working on it.


Bench: The bench will be discussed at the October meeting.


Kitchen: Pat says that cups are coming up missing again. Ed said that he would put up a sign requesting they be returned. It was suggested that residents supply their own cups.


Closing Rituals

Dime a Time was won by Melissa Pappas. Bill McAndrews won the door prize. Bill donated his prize back to the Council.
